The Council successfully acquired and deployed a Performance Management System (PMS) to enhance accountability, efficiency, and transparency in monitoring staff and project performance
The Acquisition and Deployment of the Performance Management System (PMS) represents a landmark digital transformation initiative by the Council aimed at modernizing performance evaluation, project tracking, and institutional accountability across all departments and state offices. The PMS initiative was conceived to automate and strengthen the processes of planning, monitoring, and evaluating both staff and project performance, effectively replacing the manual and less efficient Annual Performance Evaluation Report (APPER) system.
System Development and Deployment:
The acquisition phase commenced with the design and development of the PMS software between July 2024 and April 2025. The system was developed as a comprehensive digital tool for monitoring project execution, evaluating staff performance, and aligning institutional activities with strategic objectives.
Upon completion, the PMS was deployed across the Headquarters and all 36 State Offices of the Council, ensuring full operational integration. The deployment allowed for real-time data entry, performance tracking, and automated report generation from all levels of the organization. By April 2025, the platform was fully functional and accessible across all designated offices, establishing a uniform performance management framework nationwide.
Capacity Building and System Rollout:
To ensure smooth adoption and effective utilization, the Council conducted a series of structured training sessions between February and April 2025. These sessions introduced staff to the features and functionalities of the PMS platform, emphasizing its importance within the framework of the new Public Service Rules and the government’s digital governance agenda.
Following deployment, from May 2025 to date, the Council embarked on a full-scale staff enrolment exercise, during which all employees were uploaded onto the PMS using their official email addresses. Staff were also trained on project implementation, activity reporting, and performance tracking through the platform.
As of the latest reporting period, all staff of the Council have been successfully enrolled on the PMS, marking full compliance with the Federal Government’s policy on digitization and e-governance. This milestone underscores the Council’s commitment to aligning with national priorities for digital transformation in public service delivery.
Operationalization and Institutionalization:
Following successful deployment and enrolment, the PMS has become a central operational tool for performance planning, monitoring, and reporting within the Council. It has been fully integrated into the Council’s workflow, supporting project tracking, performance appraisals, and evidence-based decision-making.
The official launch of the PMS on 16th October 2025, celebrated as PMS Day, marked the formal institutionalization of the system. The event underscored the Council’s commitment to entrenching a culture of accountability and continuous improvement in line with directives from the Head of the Civil Service of the Federation.
Outcome and Impact:
The implementation of the PMS has significantly transformed the Council’s performance management framework, introducing automation, transparency, and real-time reporting into the evaluation process. It has improved coordination between departments, streamlined project monitoring, and strengthened accountability mechanisms.
The system ensures that departmental, project-based, and individual performance targets are effectively tracked and aligned with the Council’s strategic objectives. Through automation and analytics, management can now make data-driven decisions that enhance institutional efficiency and service delivery.
Overall, the successful acquisition and deployment of the PMS stand as a major institutional milestone, reflecting the Council’s leadership in embracing digital transformation and aligning with the Federal Government’s policy on digitization and modernization of public service operations.
